Analysis of Organizational Communication Patterns in Shaping Organizational Behavior and Public Participation in Community Empowerment

Communication within an organization is an important factor in determining the success of community empowerment programs. The purpose of this research is to analyze the ways of organizational communication, organizational behavior, and public participation in community empowerment programs. The approach used is a qualitative descriptive approach, with data collection thru observation, documentation, and in-depth interviews. The study results indicate that the organization's communication pattern is still not optimal, characterized by the dominance of one-way vertical communication, unequal distribution of information, and minimal use of modern communication media. These conditions result in the formation of uneven organizational behavior, where some members are active while others tend to be passive. Public participation is quite good during the implementation stage, but still low during the planning and evaluation stages. This research concludes that organizational communication plays a central role in shaping organizational behavior and enhancing public participation. This research helps improve participatory organizational communication methods in community empowerment programs.
