BEM KM IPB acts as an intermediary who filters, distributes and packages important information from the campus to increase accessibility for students. This research uses a descriptive qualitative approach, data was obtained through interviews and literature study. The findings show that the use of social media, especially Instagram, as the main platform is based on students' preferences for being more active on this media, as well as the application of the agenda setting concept which focuses on main academic issues. The mass communication strategy used by BEM KM IPB is very good in achieving the goal of disseminating information through attractive content packaging, even though there are challenges. A quantitative approach with a descriptive correlational design was applied using a questionnaire as the main instrument. Data analysis included Pearson correlation and multiple linear regression. Results indicated that Instagram usage duration significantly affects changes in religious behavior (r=0.334; p&lt;0.01) and social behavior (r=0.521; p&lt;0.01), while frequency and intensity showed weaker effects. Longer usage duration increases the risk of neglecting religious activities and decreases face-to-face interaction intensity. The research uses the Pentahelix model using qualitative descriptive methods based on observation, documentation and interviews. Academics were less involved in planning, the industrial sector did not collaborate enough with government, the arts community received limited guidance, and the media carried out limited promotion. Therefore, academics support research-based policies, industry promotes culture through innovations such as Sekundang batik, arts groups will preserve traditions, the government organizes festivals and the media increases visibility. Better collaboration is needed to support local cultural preservation and economic development.
