This study aims to identify dominant work items with potential unnecessary cost, formulate efficient alternatives, and calculate the resulting cost savings through Value Engineering (VE) on the Campus 2 Building Construction Project of the State Polytechnic of Madiun, valued at Rp51,191,994,221. A quantitative method was applied through four VE job-plan stages: information (cost model, breakdown, Pareto analysis), creative, analysis, and recommendation. Pareto analysis showed that structural work, particularly slab, beam, and column, had a cost/worth ratio above 1. Substituting brands of ready-mix concrete, reinforcing steel, site-mix cement, and vendors produced savings of Rp689,155,863 (4.27%) in structural work and Rp764,963,008 (1.49%) of total project cost. VE proved effective in optimizing construction costs without compromising building function and quality.
