Schedule delays and cost overruns are common problems in construction projects. This study evaluates the cost and schedule performance of a three-story boarding house construction project in Blitar City, with a contract value of IDR 1,408,700,000, using Earned Value Management (EVM) and Gap Analysis. EVM was used to measure project performance and project cost and schedule completion, while Gap Analysis identified deviations and critical work items. At week 23, actual progress reached 80%, with an SPI of 0.80 and CPI of 0.73, indicating schedule delay and cost inefficiency. The projected EAC was IDR 1,929,726,027, with an EAS of approximately 29 weeks. Concrete and masonry works were identified as critical factors, contributing 52.25% of the project weight. After simulating corrective actions through weekly monitoring, additional personnel, and limited overtime, progress increased to 95%, with SPI and CPI reaching 0.95 and EAS decreasing to approximately 24.21 weeks. The results demonstrate that integrating EVM and Gap Analysis is effective for detecting project deviations and determining appropriate corrective actions.
