Persoalan lingkungan adalah persoalan yang sangat komplek. Salah satu sarana untuk menyelesaiakan kompleksitas persoalan lingkungan adalah hukum lingkungan. Hukum lingkungan sebagai bagian hukum fungsional memberikan kerangka hukum pengelolaan lingkungan dari aspek legislasi, institusi, instrumentasi, dan penegakan hukum lingkungan dalam rangka keberhasilan pengelolaan lingkungan di Indonesia. Dari aspek instrumentarirum hukum lingkungan menyediakan instrumen-instrumen hukum lingkungan sebagai sarana pencegahan pencemaran lingkungan, yaitu: baku mutu lingkungan, analisis mengenai dampak lingkungan, izin lingkungan, instruemen ekonomik dan audit lingkungan. Penerapan instrumen-instrumen hukum lingkungan adalah kunci pokok keberhasilan pengelolaan lingkungan.
