Kabupaten Tulungagung menghadapi tantangan pengelolaan ruang dan pemeliharaan lahan seiring pertumbuhan populasi dan urbanisasi. Sebuah lahan kosong seluas 18.856 m² di Ruko Sultan Hasanudin terbengkalai. Penelitian ini menganalisis lahan kosong tersebut menggunakan metode Penggunaan Tertinggi dan Terbaik (HBU), dengan mempertimbangkan aspek fisik, hukum, pasar, dan penentuan alternatif. Hasil alternatif penentuan yang diperoleh alternatif ritel/supermarket, kantor dan dunia maya pusat.
